As such, I suggest carrying it as a carry-on that will easily fit in the overhead bin rather than as a personal item unless you’ve confirmed the bag’s dimensions with your airline.

Yes. You are permitted to bring a full package of baby wipes on a flight in your carry-on and even your checked luggage because the TSA asserts on their website that they can pass through the security checkpoint without any problems.
